Does it mean that you can still be aware of cops around and just not be
able to know what they are talking about?
Two question are still open. How effective are scanner in helping to
avoid being a victim on modern highway robbery called "speed
enforcement"? How legal or illegal are scanners?

Most speeding tickets are issued on the highways. As a matter of fact,
the Interstate highway system was designed for driving ar 70 mph when it
was built. I am not talking about excessive speed near schools or in
towns with traffic lights and cross-walks.

The ideology of speeding tickets is now not safety concerns  but
fundraising for State and Local Authorities. This, combined with
lobbying of insurance companies, happy to surcharge you for each ticket
and lobbying of political forces like "Long Island Moms against
speeders" brings cops on the road to hunt on motorists who drive with
safe but "illegal" speed, instead of fighting real crime.

My friend have gotten recently a ticket in NJ for 69 mph in 65 mph zone.
He got it not because he was driving unsafely or faster than others, but
because he had an IL license plate and cop thought that it would be too
much trouble for someone who lives in IL to fight a ticket in NJ.
