98 a4 2.8 power problems

Hi,
 I was wondering if anyone else feel that the 5 valve v6 is very weak,
especially at low speeds. I have a 98 2.8 q manual. I noticed that the
engine didnt have much power when I was in pa and I know that here in denver
I have lose about 40 hp.  But still so have other cars.  For instance, it
made me think when yesterday i had to get in the right lane from a stop
light and I could not get past a 93-94 4 cylinder accord at full throtle.
Obviosuly he wasnt letting me by but still the a4 shouldnt have that much
trouble taking an economy car off the line.  I knwo, I know I shoudl have a
1.8 t.
Alos, how exepnsive woudl it be to put the lower gearing of the 1.8 in the
car?
