not too bright

So I'm taking my new '92 80 quattro over to my mechanic of 20 years so
he can see it.  He himself has two five-cylinder Audis. One of the
headlights seems fogged over and not too bright.  (A condition not
unknown to the driver either.) He said that headlight replacement in
this car is expensive, and further, that because none of the headlights
is all that good, I'd probably not notice much difference.  Any
opinions, solutions, alternatives?

I've had the car about a week and love it.  Oh, and my mechanic also
said that once I drive it in the snow/ice that I'll never, never, ever
drive a two wheel car in snow/ice again.
