Except it does vary by area in CA.  Places that are less populous have it 
alot easier, if i lived there i wouldnt have a problem.  The fact is that 
i live in SF, and it is a very tough area to pass in.  WE are essentially 
in an enhanced arear (or will be soon) where the smog tech's are becoming 
more and more trained.  Eventually CA is hoping to get rid of the 
referees completely and just use smog tech's.  To become a tech here, its 
very difficult...

Agreed that there are idiot smog tech's here, but every year there are 
less and less of them, and if my car were to become tagged by one of 
them, it would essentially be worthless.  I couldnt drive it legally 
until i rectified the situation by putting the old engine back in...
