Back-up light switch

This weekend I decided to look into the back-up lights on my 5kcstq,
since they haven't worked since I got it. Couple of questions:

- Are the back-up lights supposed to come on with the ignition in the
"on" position but without the engine running? I hope so, or otherwise
the task becomes a much bigger pain.

- Where exactly is the back-up light switch, and how do you get to it?
