Adjust'g PS belt on a 91 CQ

I attempted to adjust the Power Steering belt on my 1991 Coupe Quattro
and did not succeed.  The clearance between the clamping nut/or bolt
(i.e. the nut/bolt that is between the pump housing) does not allow a
closed-end [13mm] wrench to fit over the nut.  Therefore, once applying
an opened-end wrench onto that nut, the wrench is then prevented from
rotation since there is an interference with a plastic duct that is to
the driver's side of the PS pump assembly.  Is there an alternative
approach to adjusting the PS belt?
