If you're talking about the fuel pump relay, that fuse holder is not
intended to carry a fuse normally.  One would insert a fuse to start
a diagnostic procedure, so as to dump the fault codes, if any, that
are stored in the ECU's fault memory.  The code dump procedure should be
well documented in the list archives.
