Idle Stabilization Valve correct operation part II



Part II of the tale:
The opening is the wrong way; I discovered this while poking at the vane
with a q-tip.  Seems that it's come so far out of adjustment that it has
opened up on the other side of the vane(the vane itself isn't very wide;
just barely enough to cover the entire opening.)  If I push the vane
"closed" it opens up on the other side.  It then snaps back to being open
on the other side.

Any advice?  I've been picking at the amber/plastic seal on the screw,
which appears to be the stop adjustment.  Still no luck in getting the
screw to turn; it's in there really well.

Is the way it is now correct?  Or should I adjust it so that it's closed?
