Open Letter to Phil Payne

Phil-

I've tried in vain to reply to your messages, using both address forms
(the phil... and the quk...). I do get delivery receipts back from your ISP,
so I know they're getting that far, but it would appear, no farther.

My guess is you're filtering your mail, perhaps more aggressively than
you might realize.

I have a question I'd like to ask you without broadcasting it to the list.
