interesting 90 coupe q

just went to a dealer to look at a coupe q ... 1990 vintage, VIN:
WAUGD08B0LA000438

Dealer claims this is a Canadian import.  Cloth interior and kilometers on
the guages support this claim.

I'm looking to purchase... so, here are some questions:

brake pedal is incredibly hard and stiff.  bomb test says it is dead --
less than 10 pumps after engine off gives me a stiff stiff pedal.  what
else could be wrong to give such a stiff brake pedal?

Car really seems SLOW.  My 87 4kq seems much more "zippy"... did the
Canadian modles get some rediculously small engine?  Engine bay reads a
big '20v' on the cover... so probably not...

engine sounds good and idles smoothly -- but boy, where is the power?

anything else I should check out?  one of the foglights is out, driver's
side headlight washer is gone, but otherwise, the exterior is excellent
(tornado red)...
