1990 200tqw Fan problems revisited

My fan does not work still.  Here are the things that I have tried.  I
shorted out the two wires on the after run circuit and the fan and turbo
water pump both ran.
 I disconnected the plug from the back of the radiator thermo switch and was
able to get the fan to run on 2nd and third speeds by using a jumper across
the plug.  I also took out the resisitor plate, took it apart and found no
breaks, so I put it back in.  I also checked the relays by putting 12v
across them to make sure they closed.  Why is the high pressure AC switch in
the circuit with the radiator thermo switch.  How does it work with the fan.
Based on this, the only thing that maybe wrong is that both the after run
and radiator thermo switches when bad.  I will try to check this on the
weekend.  But how does this explain why the fan does not run when the AC is
turned on.  The AC only works when the car is going fast enough to get air
to the radiator.
