Need Advice on Buying 1988 80Q

Ok, so I went to go see this 80Q today....
and here is what I observed:

1) Needs shocks (how much are shocks?)

2) Silver/Blue Color...more silver than blue

3) Needs muffler (how much?)

4) Needs brakes (right rear was scraping badly
even when not depressing brake pedal...pulling
up e-brake got scraping sound to diminish)-
any idea on an average brake job cost for
80Q? How about if a rotor is shot?

5) Needs body work on passenger side rear
door...scrape about 4 inches long...moulding
needs replacing...whole side of car.

6) Headlamp problem (Ok, is this normal that
80Q headlamps sway backward from the most
medial point...very strange to me

7) Probably needs tune-up...(slow acceleration-
maybe improved with an airbox mod and K&N
panel air filter) - only 130 bhp...felt like
much less.

8) Headlamps switch problem...brights always
on....Hmmmmmm? How much is this to fix..I
would imagine about $300.

9) A/C wasn't cold at any setting...I waited
about 5 minutes...and then gave up. This
sounds like about a $300?

She is asking $5,700, apparently coaxed by
a qlister????? I think it is only worth
about $3,500. She is only in the area for
the next 2.5 weeks, and then she is being
moved to NYC...she also does not have very
much time to show the car due to work and
work travel....any thoughts on should I
make an offer at all? If so, how much?

Thanks for all your advice...It is much
appreciated. All I want to get is a reliable
car for my sister...this one looks like it
needs about $1.2K in repair work to get
to the "reliable" category. BTW, it has
new tires...only the fronts are different
from the rears...Dunlop D60A2.
