Feul tank leaking? overflow when tank is full...

I know its a less than elegant title, but i didnt quite think of a good 
way to say it.

Anyway, i remember someone posting to the list a while ago about some 
sort of fuel valve by the fuel tank that gets clogged up and that causes 
the fuel to flow out of the filler tube and onto the ground.

I have that problem relatively badly right now.  Does anyone have any 
idea what im talking about and a remedy that i can do to help this?  I 
think it was Dan S. that posted that message..
