Install of bypass valve trouble

On my old 5kt (84), the bypass valve was very easy to install because I
had a 3rd outlet on the ic that was used. My new(er) 87 doesn't have the
third outlet. There is a circular raised area there, but I don't know if
it's a cap, or if I have to drill into it. If I drill, I think I'm going
to have to JB weld or epoxy the valve to the tank. If I go this route,
will jb or epoxy be strong enough? Which is better?

"Ok, brain. Now I don't like you and you don't like me. So why don't we
get through this thing together so I can go back to doing what I do best:
killing you with beer."
