1989 200TQ Power Problem

Need advice.  Have a power loss when I accelerate from about 3K rpm.  It's
like the ignition was turned off.  I have to keep shifting to a lower gear
to make up a long hill.  I can ease the RPM up in a lower gear but not if I
just step on it.  Boost on the bar gauge is about .7 - .8 at the time. I can
also feel a kind of catch in the accelerator pedal.  Has new fuel pump and
filter. Is this a possible turbo problem?  If so, how do I diagnose.  Any
help is appreciated.
