Since I just hate having anyone else work on my car, and not owning a
hydraulic press, here's how I changed the front seal when I rebuilt my PS
pump:

Take pump apart.

Attach cheap, little two-jaw puller to flange, put one leg of the puller in
the bench vise, tighten puller, flange comes right off (it isn't really
that tight).

Change seal, use a socket (reversed) as a seal driver to make sure it goes
in square and fully, lubricate seal flange first, seal I.D. next, insert
pump shaft, place on wooden workbench with shaft facing upward. Oil shaft
with 30 wt. or similar (mineral, synthetic or Redline, your choice ;-) ).

Place flange in oven (when wife or S.O. isn't watching), heat to about 300
degrees F.

Once hot, remove using pliers, squirt a little oil into the bore of the
flange, place over pump shaft and tap it home using a length of copper pipe
as a driver. Since it is now expanded, it will go right on. If it gets
stuck (cooled off, contracted) before it is driven down to where you want
it, remove per above, re-heat, and try again.

Actually quite easy!
