I used to deal a little bit with IR spectroscopy. I am not really an
expert, but from what I have done and read I would conclude that any
transparent organic material (for example plexiglas) is a good IR filter. 
Some companies may sell a "laser gun protector" but I would think that
this is simply a piece of cheap plastic pre-cut to match the License
Plate. I don't think $50 or even more is an adequate price for this. If
the purpose is to make a car totally "invisible" one might need special
measures like thicker plastic of some special brand or an  IR source
mentioned in a previous messages. However, to allow enough time to adjust
the speed after the detector goes off, a piece of any plastic cut by hand
and put over the plate will be enough.  Even some wide scotch
tape can work as a temporally solution. And, finally, the fine for an
absence of a front plate (if any) in the state that requires one is much
less than a speeding ticket with the following insurance surcharges and/or
lawyer fees.
