Oh crap, I hope they didn't discontinue it or maybe that number doesn't
even refer to its stock number. Anyway, these things almost have the
appearence of peaked nose pliers, about 10-11 inches long overall. The jaws
on normal pliers cross over, if you've ever had a cheap pair fall apart in
your hands you know what I mean, or you can look at a pair you have. That
cross over at the pivot point is what makes regular pliers (and scissors)
close up when you squeeze on the handles. These pliers don't cross over at
the pivot point(think of an X, cut it in half vertically, , that way, as
you squeeze the handles, the jaws open up (instead of closing like normal
pliers). The working end of the pliers (the tips), start to come to a point
like peaked nose pliers, but then the last approximate quarter inch (5mm)
flares back out into basically a 5mm square tip. Regular pliers are checked
on the inside of the tip to promote good grip, these pliers are checked on
the outside of the tips to promote good grip of the clip as you spread it.
The handles of these pliers are spring loaded to keep them closed, so that
when you pick them up, the jaws are already held together and all you have
to do is put them in place and squeeze to get the clip off.

Now, as I've said earlier, I'm not absolutely positive I've got the right
picture of these Cir-Clips, but I'm picturing a C shaped clip that mounts
into a groove on the shaft to keep something-or-other from sliding off said
shaft. In the case of my 4X4 truck's front hubs, it kept the axle shaft
from backing out of the hub assembly.

HTH.
