wiring Q: inside the fuse box

I'm continuing to diagnose my sudden loss of low beams on
the old 100Q. Inspection is this month, so I gotta get it done.

I have +12V on the wire from the switch (phew, didn't want to
replace that). Connector "F/56b" has the 12V showing, and then
the wiring diagram says it connects right to fuses 10+11. Well,
neither of these fuses have power. Actually, they have about 0.1V
on them. So, how is the internal connection made?

Also, aux relay #5 is supposed to be the lamp controller unit.
Spent an hour finding it, only to find out it's not. Where is it?
