9007 conversion trouble

I tried the 9007 bulb conversion on my 5kt. It works, but the problem is
is thaton low beam, both filaments are powered (not at full brightness). I
get a dim high beam indicator on the dash. On high beam, the headlights
are great(more like what the primaries should be), but I don't like
driving around with the stalk in that position plus the fact of not being
able to flash. On low, the beam pattern is good on back roads, but not
bright enough because of power being divided between the two filaments. I
did reverse the wiring as per the instructions, then tried reversing (to
experiment). I can get one primary filament to work, but only when I
reverse the wiring to the other bulb, but the other won't work. Any ideas
on how to get the primaries only to work?
