They have a web site at http://www.nuerburgring.de - follow the links
marked "Angebote" and then "Selberfahren am Ring".  It gives you the
public opening times for the Nordschleife for the next four or five
months at a time.

17:45 to 19:00.  It's open all day on Sunday 4 October, though.
The Mondays in October aren't bad - 12:15 to 19:00, most of them.
