I can think of three things to check.
First is the the warm-up regulator. This is the thing bolted to the left
side of he engine block with two fuel lines and an electric connector
attached. Unfortunately, to reliably check it's operation one needs a fuel
pressure gauge. You can, however, check if there's a voltage (12V) present
on the electric connection after starting the car.
Then there's the temp sender for idle controller. It is located on top of
the upper coolant flange. It's resistace should be about 1000ohms when cold
and about 100ohms when hot.
Finally there's identical sensor under the said cooland flange. It's for
ECU and the resistance values are identical as for the idle controller sender.
