something similar, if you don't have power seats:

*  adjust your seat normally, fasten seat belt
*  with your left hand (LHD world) pull firmly on the shoulder strap, away
from the buckle (makes lap portion tighter)
*  with your right hand, pinch shoulder and lap portions together about an
inch from buckle, hold
*  while still pinching belt together, unbuckle belt
*  twist buckle and pinched belt 360 degrees, rebuckle

won't necessarily hold the shoulder strap locked, but definitely holds your
butt to the seat.  learned this trick from Jeff Goggin last summer.
