I seem to recall a company that did just that, they loaded a license plate
frame with IR LEDs, and you hooked it into an "ignition-on" power source so
that it was on whenever the car was running. I don't remember the company or
how much they wanted, but it wouldn't be too hard for one of us to cobble
together, if it really works.

Comments? Do you guys think it would be effective?
