4kq engine pulsing

my 4kq's engine is pulsing.  This feels like, well, a pulsing sensation as
if it is losing power for a split second and then it's coming back.
Happens mainly at lower RPM's under full load.   Downshift and get revs
above 3,500 and it usually goes away.  Worse in HOT weather as well.

I think it may just be bad spark plugs and plan on replacing them tomorrow
but would like to know what else it could be.  Does it sound spark or Fuel
related.  THanks
