Very good point John.

I think the main reason for these types of laws are to make sure the whole
license plate is viewable to the officer, and so that headlight output
isn't compromised (just take a look at these boneheads running around with
tinted headlight covers at night). That said, I'm not sure about the laws
here in Minnesota (and Wisconsin), but in my experience a "totally clear"
plastic license cover won't bug them. My '93 90S had the stock license
plate attachment points for the rear plate, and one of four was missing,
the only way to keep the plate from rattling was to use the dealer's
licencse plate frame (which obscurred part of the plate, I hate that). So I
came up with something different and used a clear plastic cover over the
rear plate. Looks great, and I've had a cop parked right behind me (no I
wasn't getting a ticket, long story, but somebody besides me will be
appearing in court) and he didn't seem to have any problem with my setup.
I'll have to take some pictures and ask Elliot to post them on his 12v
site, if anyone is interested.
