I've got the same problem with my '93 90. It'll hold about a 1/2 gallon without
leaking, about 1/4 it's total capacity. A while back, I did a little
investigation to see what the problem was...
The reservior is a large moulded thing which fits inside the fender ahead
of the LF wheel. Part of the moulding is a "nose" protruding from the front
of the reservior which slides into a bracket with a rubber grommet. From
what I could see, the weight of the full reservior eventually splits the
plastic where the "nose" meets the vertical side.
This seems to be a common failure, as parts places I've talked to keep the
whole thing in stock and say they sell several a week. You should be able
to get the reservior without the pumps, plugs and seals for under $70.
Someone else (over a year or so ago) posted a fix involving fiberglass boat
repair material or similar: appied with epoxy to the split area, it
seemed to seal and provide enough reenforcement...
