slow boost at high altitude, '89 200q

The car in question makes 1.4 in every gear, from 3000 RPM and up, within
~1.5 seconds here "down low" at 2700 feet (820 m). However, at high
elevations (6000-8500 feet, 1800-2400 m) it can take up to ***10 seconds***
to make 1.4, though it always gets there. It certainly cuts down on my
urges to shift . . .
I always use 87 ((R+M)/2) gas. Knock sensor, IC, and all that work fine.
Any ideas about the slow boost? Fact of HA life, use better gas, etc.
