1989 Audi 90 Q rough Idle

Hello Audi fans.

 I am back again with my rough idle problem on my 89/90Q.   I replace the spark
plug wires last night, but unfortunately that did not fix it either.  Question:  Could
this be a fuel problem?  like a fuel regulator (if there is one)?

I did cary out a suggestion that a friend made, which was to check for error codes. 
I was told to insert a fuse in top of one the relays in the fuse box and check for
error code that should appear in the engine warning like window.  I did all that, but
no error codes appeared.  Does that mean that the problem is not electrical, or fuel
related, or something, or I am doing this wronge.  I am open to any suggestions.
