ABS Diagnosis

Quattros-
I am attempting to determine failure mode in my ABS system-89 mod
90.Observations:
-ABS indicator light in dash remains in state "Antilock OFF" at all times. 
-Unplugging connector at ABS module shuts off the light completely and stays
off. 
-Normal breaking is fine. 
-All sensor connnections at all wheels look fine and have not been
disturbed.
-Factory service man useless as they refer to LED tester that I dont have. 
-I do observe +12 v at the main power lead to the ABS module.

Any thoughts or experiences would be appreciated.
