Does your car have the dual tank for the windshield washers with the two
pumps?  If so you have one way valves in the lines underneath your hood.
These valves get stuck with age, the rubber seal inside swells and they
become inoperative.  Replace them and you'll be fine.  Or if you're patient
like me (read masochist) you can open those valves, trim down the rubber
membranes, and they'll work for another few years.
