Seems you understand the functioning just fine. The problem is this, if the
white gear turns by hand That Is The Problem. The white gear turns the
odometer. It gets its travel from the bar that passes thru all the wheels
which is turned by that worm at the left. If the white gear on the right turns
by hand it is slipping from the bar and is not transferring rotation to the
trip odometer. The way I fixed this is remove the white gear from the bar,
clean the bar of lube, put crazy glue in the center of the white gear being
careful not to get glue where it doesn't belong and replacing everything after
the glue had a short chance to dry. I am not sure if the glue inside the gear
is sticking to the bar or if I just increased the friction to the way it
should be but everything is working fine. I hope you are ready to remove and
replace all the mileage wheels because you probably will have to.

 Good luck
