It's just an electronic device that permits your engine to run for a
predetermined amount of time to allow the turbo to cooldown so that
"coking"(or the oil cooking inside and on the turbo insides) doesn't
occur. Have been around for at least 10 years with larger diesel
freight trucks to save thier turbos after a long or hard haul. Those
trucks used come with a device, name which eludes mmy memory, that
tells them if it is necessary to spend the time to cool down.
VW recommends this cool down on thier cars i the manual, at least
with my '97 Passat TDI.
