Ok, so then we can infer that the speed limiter is not related to the
speedometer. So's what does it use, global positioning with a time/distance
relationship?

We are supposed to have the 130 limiter in our cars. However,
the 205s are actually SMALLER by 1.2% so your indicated speed
should be 1.2% higher than actual speed. This doesn't account
for 10MPH though.... I suspect speedo error.
