In 18 years, I've never come across a bad frequency valve. Look at the
power to the lambda system. In the 84+ 5Ks, there is a fuse in what
looks like a spare fuse position, and owners (as well as uninformed
techs) are often guilty of grabbing this fuse to replace a blown fuse
elsewhere in the fusebox. There is also a separate relay for the lambda
control unit, often found in places other than the fusebox. Check your
manual. If you can't hear it buzzing with the key on/engine off, check
the connector for voltage AND GROUND. Go from there. Good luck.
