I agree deer whistles are useless.

The only thing I found of use is this: On rural roads (or where there aren't
other houses/cars around) I honk my horn every once in a while. I found that
this usually makes deer (and other animals) look up and you can see their
eyes at least. I know there is a chance of scaring the animal into jumping
or something, but this has worked for me a very well when driving in Upstate
NY.
