Doesn't get enough _FUEL_ and runs lean.
Certainly the case on sick WR and MB engines. On healthy ones, the
cylinders seem to be balanced fairly well. I'm not really sure what
causes it - of around a dozen engines I've seen with _one_ out of line
cylinder, it's been #2 once and #5 the rest of the time.
