re blue electrical plate on body engine frame

Hi folks,

Another question re 86 5000CD.

        On the left engine/bumper support arm, there is a blue aluminium right
angle plate approx. 6" long that is secured to the engine arm; it has a number
of small gauge wires connected along the top face.

        Bently's electrical diagram has not yielded any clues to this point.
Colour codes not of benefit yet but very curious as to this plate's purpose.
