Frequency valve, O2 Sensor, ECU

My car has not run right since I got it.  Little power, 15 MPG, rough idle,
etc. I think that the frequency valve and other electronic control on my 2.1
L mechanical fuel injection are the problem.  I saw in the Hayes manual (to
cheap for Bentley) that there is a relay for the ECU.  Can someone tell me
where I might find it.  I believe it is probably behind the little luggage
compartment somewhere.  But I have quite a few relays open in that area.
