what about... the ground connection, battery to engine?  (via frame) 
You could try running a jumper cable from the battery ground to the
block as a quick test. 

then, is the juice donor vehicle running?  that's a couple more volts to
overcome resistances etc. which may be in odd places like you ig switch
or fusebox.
