Could be a shorted engine bay temp sensor (which turns on
stage 1 as the "after-run" fan. Or a shorted radiator temp sensor.

The first is sticking up by itself from the back of the engine head.
The second "plugs in" to the bottom of the raadiator. Try each
by unplgging it to see if the fan stops.

Now that I think about it, the afterrun isn't supposed to work
with the key on, so try the radiator sensor.
