Sorry... should have been more specific.... typically the "speeding ticket"
which can increase your insurance rates dramatically, but only carries  a
fine of $50-100 is "reduced" to an "improper equipment" citation carrying the
same fine but not insurance points because it is considered a "non-moving
violation" much like a parking ticket.
