Any solutions to ABS Cycling when coming to a stop

Hi All:

I recall several had posted that their ABS was cycling when coming
to a stop.  ABS would engage at around 3 mph.  Any solutions to this.
Since I did my brakes this weekend I used all new speed sensor caps
but to no avail.  Any and all (if any) solutions would be greatly appreciated.
