I'm not sure there is an official name for this "hosey-tube thing", but
I'll bet it's the hose/duct that directs air from the intake behind the
pass. side parking light to the air box. Want a quick ram-air setup on
your car? Take out the right parking light. Want to hydro-lock the
engine? Cut a big hole in the bottom of this hose and drive thru a
large puddle.
