Keeping locks from freezing

While cleaning/lubing one my door handles (87 5kcsTQ) last month, I noticed a
very worn and loose seal that would keep water from running into the lock
cylinder. This is a circular silicon like seal, diameter of the lock cylinder
that slides over it and seals against the opening in the handle. For anyone
plagued (as I have been) by freezing locks, this may be the solution. I just
installed tight fitting new ones, I think they were under $2 ea.,
