Tip the shaft forward? Probably not good practice given that there are
no replaceable cam bearing shells.
When I installed my new t-belt, I had the water pump as far in as it
would go, and the belt was still so tight that when I got it on, it was at
the proper tension (1/2 twist with the calibrated thumb & forefinger).
I installed the belt by putting it on the cam pulley, and sliding the
pulley on the cam shaft while pulling upwards on the pulley to stretch the
belt. I would imagine you could remove and install your belt the same way
without disturbing the water pump. The proper way to do it, of course, is to
loosen the pump and install a new pump o-ring and clean the pump mating
surface when you put it all back together. Note that some rebuilt pumps take
a fatter o-ring.
