I think the plate and license would imply that the licensee never drives
like that... (25 mph faster than other cars in next lane), what it would
allow is higher speeds on pretty much empty roads.

But wouldn't it be cool to be able to drive as fast as you want,
*anywhere*?  Even for just one day?
