The complete story is in the magazine, and occupies a whole page.

Basically the car was designed for 6" Ronals or (option) 7" Fuchs alloys.

They tried a set of racing 8" wheels on a production car, and loved it.
All they had to do was bend a flange out of the way.  They showed the
chief designer, and he said the tolerances were impossible.

Some time later, the chief designer borrowed the prototype for the
weekend because his son was very proud of his father's achievement.  It
had 8" tyres.

After the weekend, the chief designer insisted they find a way to make
the wheels fit with better tolerances.  They researched the issue, and
found that 8" tyres could not possibly fit the car.

Further research uncovered the fact that the production jigs were the
wrong size - the outer body shell was 1/4" wider than it should have
been.

   "This was the signal to act quickly but carefully.  The drawings
    were changed before the quality assurance department had the
    opportunity to make the quattro smaller.  The way was then clear
    for the introduction of 8" tyres."

So those of us on 8" tyres owe the fact to a German mistake.
