1st Speed Radiator Fan

1st speed radiator fan stays on continuously when the ignition key is in the
accessory or on position. 

I checked the 1st speed relay, it is working properly, however is energized as
soon as the key is turned on.

I checked both the radiator thermoswitch on the bottom of the radiator and the
after run switch near the back of the valve cover. Both are "open" when the
car is cold. 

Where do I go from here ?

One thing I left out-- The PO told me that his mechanic disconnected the a/c
compressor because it was constantly running. I plugged it back in, but this
made no difference so I unplugged it again.
