weird engine noise

Hi,
  Okay, so I went to pick up the car yesterday and they had the bomb done
in the computer and not in the car, so it's still there..uggh. Meantime I
turned over my rebuilt engine---reconditioned heads from Autosports,
cleaned out keyway, new $450 crank pulley (uggh) and the thing is making
either a belt noise or an upper engine noise when cold. They claim it's
because the car sat for six months until they fixed it and this will clear
up as I run it. I'd love to believe this, but have serious doubts. Anyone
want to weigh in on this?
